Default Turbo Problems HELP

1997 Civic EX
well i think i'm having a problem. On sunday, i got dual exhaust (i kno it's ghey) becuase i have a black widow rear. When I drove away it was all good. The weird thing is, is that I gained a lot of low and mid end + the turbo spools faster. As for high end it felt like I lost out. When i looked at my boost gauge it read only 3 psi at 4k. That was going up hill. My question is, could my dual exhaust really make me loose 2 psi? My piping is a 2.5" dual exhaust, but outlet seems to be only 2.25" on each muffler.

O and if i am losing boost cuz of the exhaust, could I just get a boost controller and up the boost? I've been puzzled since i'm a noob to boost and engine components.

And lastly, if everything is all good this weekend, could you guys tell me if this is safe to run 7-8 psi daily....
