Depending on the amount of assembly lube in the turbo, it may be a little tight and hard to turn. Once there is fresh oil running through the turbo, it should become easier to spin it. If the rebuild was done correctly, i wouldn't worry about it. My first turbo (60 trim) didnt spin at idle for the first 3-4 minutes after initial startup. Once it had oil run through it for a short while, it started spinning just fine.

when you turn the compressor wheel do you feel something or is it smooth .. i dont want to sound rude or something but rebuilding a turbo is not just assmbling it .. try to dissasemble the comp housing ang try spraying air on it again .. it must be well lubricated (shafts) .. yes normally in a bushing type of turbo at first .that happens .(impeler not moving on idle). there is a break in also i a new rebuilt ..
