After driving and boosting hard it's good to let the oil cool down and run through the turbo to help cool it. If you just shut it down you going to be leaving hot oil in the turbo and it will cake up and after time ruin your seals.

If you are refering to letting the car run for a couple minutes after hard driving it is too keep oil cirulating around the turbo bearings so that the bearings don't fry. IF you get them super hot and then shut the car off oil will no longer be cirulating through the turbo. This is why guys buy turbo timers so they don't ahve to sit in the car and wait.
