Traditionally, a turbocharger is only oil cooled. An oil feed line feeds the turbocharger with oil and lubricates the center section of the turbo, it also removes some heat, and exits out of the oil return line and into the oil pan. Usually the oil exiting relies on gravity to do it's part. The fitting on the oil pan must be high enough to clear the oil inside the oil pan or else it will stop oil flow, and in extreme cases the oil will start to leak out of the turbo's seals and burn.

In a water and oil-cooled turbo, you still have your oil feed line and the center cavity where the oil lubricates the turbo. But there is a water cavity surrounding the oil cavity and it's main function is to expel the extrenous heat and keep the turbo at an optimum temperature. Water cooled turbo's have been known for it's reliability, but it does come at an extra cost.
