Default Tial WG Fire Ring Question

Hello...
I bought a used tial 38mm gate....
Now the fire ring is not 100% flush with the housing.

Is this normal?

Oh wait, that was a shitty response. But...yup! Once you start bolting it down, the spring compresses.

Ideally it should still stick out a little once its compressed, as this puts all the force on the gasket right around the hole.
