Default SLOW Vaccum and less boost

Ok, my problem started today. I have a boosted LS. Usually boosting 15psi. I know when you tap the throttle at WOT, its suppose to go to 0, mine only goes to 15 hg/in., then i let off. If I am getting on it, it slowly goes up to 8psi.

What could cause this? Seems like something is blocking air from getting inside the motor and not letting it see more pressure.

well now it died and wont start and the vaccumm is at 5 hg/in.
doing a compression test tomorrow to see if its dead for good. Im thinking it might be a cracked sleeve. Then I will have to tow my car on a flatbed for 400miles
