S300 Constanly over boosting

Get the car tuned, everything goes perfect. Holds boost rock solid.
LS-v
AFI ramhorn
44 tial
hx35
s300 with hondata EBC and pherables PWM solenoid
boost cut at 22psi
1st gear- 12psi
2 14-15
3rd-17psi
4th-full boost-20psi
Get it home and it hits boost cut in every gear but first. As soon as vtec hits, pegs boost cut at 22psi
Turn the boost down all the way down in every gear, still hits 20psi in every gear.
Un plug the top port of the gate, holds 12psi steady in every gear.Still on the map that the boost is all the way down with.
Whats going on here?
NOTHING has changed from the time of tuning and now.

Was the car only dyno tuned? Often times on the street or at the track you'll make more boost due to air temp/ density differences. I would just talk to your tuner, i doubt you'll need to throw parts at it.

because the tuner is in jersey and we are in ct.
it was only dyno tuned, but target boost was 20psi and he left boost cut at 22-24psi, wich should be enough.
The thing is, is that with the EBC hooked up the way it was when tuned (working perfectly) it hits boost cut in almost every gear EVEN if its turned down all the way in hondata.
With the top line disconnected off the gate, it will hold 12psi
it was only dyno tuned, but target boost was 20psi and he left boost cut at 22-24psi, wich should be enough.
