Default question about wastegates

Anyone ever used WestCoast-Turbo.com wastegates?
Specifically the 38mm ones?
http://www.westcoast-turbo.com/wastegates.html

Also, the 38mm one comes with a 6psi spring. My buddy would like to run 20+psi through his T4 on his fully built b16. Can he just get a stiffer/bigger (i would imagine thats what the difference is) spring...or one that can handle 20psi? Or does he need a larger wastegate?
Where can he get these springs?
Thanks in advance,
A boost newb
