Default Tial WG question...

Do the springs in Tial wastegates have any kind of "max out" as far as how much boost they can support with a boost controller hooked up?
I have the Tial 35mm wastegate with a 4psi spring and a recently purchased Joe P. Manual boost controller. The most boost I can run with the MBC all the way down is 14.5 PSI. I want to tune it to 16psi but I'm stuck and can't get above 14.5. I was thinking/hoping it may be the fact I'm running such a low spring in the wastegate possibly??
Thanks for any info.
Mark
