question about this picture.. fuel pressure regulator wiring??

question about this picture.. fuel pressure regulator wiring??
uhh, to me it looks like that's a fuel pressure regulator hosed into the intake pipe of the turbo..... why would you do this?

he doesnt have the otehr line connected it not just there its gonan be mounted differently its not going to the turbo inlet

It's for a honda attack so I'm guessing it's split to a y for dual sidemount intercoolers
