Default Fully built turbo motor less turbo to pass smog?

I'm just wondering if any of you guys have experience with trying to pass ca emissions with a built engine. I am thinking if I have an ls block with stronger rods, pistons (~9:1), head work (p&p, aftermarket valves, springs..) and put a chipped ecu back to stock and remove the turbo for smog when the time comes, the emissions should be within range if not pretty good for a new motor, do you guys agree?

Only 1 way to find out I suppose...
