Default Ok to drive around without iacv plugged in?

Is it ok to drive around and get my car tuned with the iacv unplugged? It's throwing code 14 and I can't seem to get rid of it whether I replace it or clean it out with carb cleaner. It's causing my idle to surge when the car sits.

when it warms up the car will have no idle control at all if the iacv is unplugged.

so if u dont mind opening the throttle with ur foot all the time to get it to not stall then i guess u can do it
