Oil cooler? is it necessary?
Building a Turbo D16y8 with a T3/T4 garret turbo. Weisco pistons, eagle rods, etc etc.
Is it normal to not run an oil cooler? or is it necessary with a turbo engine?
If i have an upgraded intercooler/radiator will this help prevent the rest of the engine getting ovely hot and cooking oil?

You don't need one unless you're going to be doing some kind of road racing. If it's just a street car keep it simple. An oil cooler, especially without a thermostatic sandwich plate, will put extra stress on the oil pump.
An oil cooled turbo is designed to be cooled by oil. The center housing is a giant piece of metal that basically acts as a heatsink for the oil as the oil flows through it.
If anything get an oil temp gauge and run some good synthetic oil. Keep any eye on the temps and drive it easy for 5-10 minutes after a hard drive before you park it to prevent any oil coking in the turbo.

alright i didnt really think was a necessaity haha. but just checking to make sure. it sounds like more of hassle than it would be worth for me anyway. Im just going for a clean build that i can have fun with here and there. No Auto X or anything.

It depends upon the use of the car. For most daily driving situations (even in Arizona), no. However, if you plan to utilize more track abuse with it, then it may be more of a requirement.
Upgrading intercooler will make charge air cooler as it enters into the combustion chamber making cylinder pressures temperatures lower
Upgrading radiator also lower cylinder combustion temperatures. That concentrates on the engine as a whole.
To stop turbo oil "coking", please use water lines if the turbocharger has them, as well as allowing the oil to cool by idling for about 1-2 minutes or obtain a turbo timer.
