Default Octane & Elevation

Ok, so my question is kinda' specific but my goal is to get 275-300whp Daily driven on my set-up...

The set-up is as follows...

-B16A3 w/ stock internals
-RC engineering saturated 550 injectors
-Meutek Manifold
-24x6 Front mount IC
-2 and 1/4 inch intercooler piping
-2.5 immediately to 3inch DP
-Garrett T3/4 57 trim with 63 a/r turbo
-Hondata S300
-3inch custom exhaust piping with Vibrant muffler
-38mm WG
-Greddy RS BOV

This is my first build so I'm definitely learning...
My question is this though... Where I live the elevation is 3256 ft. and the best pump gas we have available here is 91 octane... Will these factors keep me from reaching my goal at all?
