IMHO doing one or the other is ok, but if you do both then you have 3 devices using one small vaccum source and this can slow the "signal" down or worse case not provide enough (no experience or heard anything, just my opinion).
I bought a GE vaccum manifold to split up the devices off the BIG brake booster vaccum source, but otherwise you can drill you manifold, or better yet Tee somewhere else. GL

I have my BOV connected to a Tee at the top of the manifold and my gauge is Teed from behind the manifold. My FPR is Teed with my boost controller. I only try and hook 2 things to a single vacuum source. Yes you should see a vacuum in neutral. Should be around 18-20 inHg. w/o AC, lights and otehr stuff.
