Default No Boost????

I just turned on the car after doing all the piping for the intercooler and when i went down the street i heard this screeching. Which I know is the shaft hitting the housing. So the turbo is bad. But is should still boost a little, right? I have an internal wastegate. Could it be leaking that is why it is not showing any boost? Let me know what you guys think.

If the blades are hitting the housing then it's certainly not going to create enough boost to pressurize your charge pipes / intake manifold
