Default Necessary to resize rods after changing bolts?

How important is it to resize your rods when you install new rod bolts?

I'm asking because some people are telling me that I'll risk spinning a bearing if I don't get them resized. Keep in mind, these are cap-screw bolts, not the kind that need to get pressed in/out.

The last thing I feel like doing right now is removing the rods and paying to get them resized. All I'm planning on doing is popping the pan off and replacing the current bolts with new ones.

No need to resize for capscrews.
Mandatory for pressed in bolts.
