Default LS/VTEC turbo strange overheating?! PLEASE HELP

i have a ls/vtec turbo that runs 20 psi. it has a JGE b18a block with a B16 vtec head of a del sol. I am running a cometic head gasket that was recently replaced with arp head studs. the car is overheating with the upper hose getting hot and the lower hose staying ice cold and i dont know why. these are some factors to keep in mind about parts that have been on it when i bought it and the ones have just replaced:
-fluidyne alumium rad
-new 13 psi cap
-new stat
-new water pump
-electric fan runs all the time
-no coolant leaks
-runs rich under boost so isnt lean to cause excessive heat
The coolant has been checked for exhaust gases using the blue block tester fluid and it passes, it blows no white smoke, and it runs fine to it gets hot
I have bleed all the air out by leaving the cap off and let it run, while letting it run the lower hose is ice cold but i cant see any flow in the radiator like the water pump is no good (the one i removed didnt appear to have anything wrong with it but i replaced anyway, the thermostat i took out also tested ok but i changed it just to rule it out).
Any help i can get is def appreciated.
