Easy! Two L-shaped pieces of aluminium. Then basically drilled holes and mounted them onto the license plate with nuts'n'bolts.. then mounted the other end of the pieces of aluminium to the inside of the bumper on the top. I hope I explained it in a way that you can understand Just look closely at the pic, I think you'll be able to figure out where I mounted it onto the bumper

oh Ok, like one end of the aluminum 'L' is on the plate the other on the car, how do you mount the alum. onto the car, by drilling and skrews.. or... adhesive...

No. The air flow is going to just go straight around the plate, and go right through the IC anyway's.
This would only be a problem if you had a IC only as big as your plate, and the plate was right infront blocking the air flow.
here's mine...

that is one CLEAN civic... nice job, did you just drill holes in your bumper?
My bumper is jacked(lip broke off, chipped and cracked here and there) so I didn't really care about drilling into it.

Some things are cheap.. some things are expensive..
there's a good second-hand market here, and you can usually find a lot of bargains on aftermarket performance parts.
although defi meters over here still cost the same, if not a "little" bit cheaper than you guys over in the US. really depends on what you're looking for..
