The pulley needs to be located out more or shimed with a spacer to bring it out to give more area for the belt to ride it seems or a wider idler pulley.
Could the idler pulley be from a different setup or missing a spacer behind it?
Try using a longer bolt and put a spacer behind the pulley.

Yeah, that's pretty clear that it needs to be spaced out more. When you visually line up a larger pulley (your idler pulley) with a smaller pulley (your crank pulley, since the belt is ribbed, you only count the direct contact patch), you want to make sure the smaller pulley is as close to the middle as possible on the larger pulley.

I don't think shimming out the bottom pulley would be the right thing to do. Here is a better picture. Everything is lined up and when it starts to ride off the bottom pulley you can see it coming out of alignment. I don't think it will come off all the way as the crank and alternator pulley keep it on track. I also noticed from my searches that I have some odd pulley's so I ordered the proper ones from moss to see how that helps.

Yea the idle pulley should have a lip on the side as well, you need the proper pulley.
