Default intake air flow optimizer ?

Saw this in a shop near the house...

It's a round tube with fins that, I think, is supposed to 'swirl' the air into the engine.

It's meant to be fitted somewhere in the pre-turbo intake pipe, or just before the TB. I've got a friend who's trying it out right now, he says he noticed some gains right from the low end... but I don't know how it'll perform when at WOT...

Could this thing actually work or is it junk?

i used to install those devices at a retail car accesories business. some of them help greatly with throttle response, and make a cool high pitch noise depending on the vehicle, but i cant say one way or the other if they benefit horsepower or torque.
