Looks like an ebay bar and plate intercooler.

 

try turboworks on ebay. that looks similar to his 8x3.5x3? bar and plate. its about $190 shipped and will work with foglights with 2.5 inck pipes. you will have to remove a 1 inch section the width of the intercooler from the bumper support.
