Default IACV leaking boost

i have a h22 turbo and i did the boost leak test to 11 psi and sprayed soapy water on my iacv and its bubbling out on the end of it,(not where it seals to the manifold but on the capped end) is this normal and is there any way to fix it besides buying a new one?

its kinda messing with the idle but mainly causing a boost leak which hinders power, i fixed some other leaks and it made a big difference all of which were smaller than this one leak, i have a spare one that i rtv'ed and am waitning for it to dry but i kinda doubt it will hold, i would like to hold 16 psi without it leaking down quite as fast if not at all.

well, to those that may have the same problem i threw a bunch of rtv around the area that was leaking and it helped a little but; it still creates small bubbles when sprayed with soapy water, definetly holds more boost though.
