looks fine to me.
I never liked the divider on Intake to be ported so sharp.

The valves dont look that bad. Id be more worried about the gouges in the cc as they could cause hot spots. Id personally use a stock head. That port job doesnt look like itd perform too well. Whoever did that was very inconsistant on the short turn.

take the valves out clean them with a wire wheel. Inspect them for damage.
check if there is alot of play in the valve guides. Lap the valves check if they are seated at the right angle. Put new valve seals in it if you are going to use it.
It's a cheap rebuild. I will run you around $40-50 in parts but you will know that everything is right.
BTW those valve guides look chopped way down so there is a good chance there is alot of play in them. You might need to replace them.

Is it okay to use brake cleaner and clean the valves and the spring/retainer in the head?

Looks like time to replace the valves. The edges look like they are starting to erode from the pictures."Chipping" on the edges is an indication that they have gotten to hot.

the only way to tell if you clean them. You can't just tell from the build up on top of them.
