Can't see pic, but it needs to be put in line between your vacuum source (maybe the turbo or manifold) and the wastegate vacuum port. That simple

do u have to use the top port of the tial 38mm wastegate to make the mbc work? the top port of my wastegate is too close to the intercooler so i cannot even put the screw and barb fitting on it, its just open to the air. but the side or bottom port of the wastegate is routed to the intake manifold.

The top port stays open. Depending the MBC you have, you will have a pressure "IN" side and a Pressure "OUT". Pressure in comes from the turbo and pressure out goes to the lower port of the gate. Most work the way you have it there, but I remember the TurboXS mbc's from years ago were opposite. How it works is if you have a 5psi spring in there, and you had a vacuum hose connected directly, at 5psi of boost, the air pressure would cause the gate to open. With an MBC, you're bleeding off lets say 4psi before the gate sees it, so in turn you'll run 9 psi of boost and do on. But eventually, back pressure will build up in the exhaust and once thats exceeds 5psi, your gate will be forced open by exhaust pressure.
