with a 13mm or 1/2", loosen (dont remove) all 6 bolts holding the turbine housing to the cartridge and all 6 bolts holding the compressor housing to the backplate.
once loose, they will allow the cartridge to rotate a full 360*.

We tried that. It wouldn't budge at all. Also, after looking closer at it, it seems that only the bolts on the turbine housing need to be loosened, because the ones on the compressor just allow the compressor housing to rotate.....any ideas???
EDIT: I just realized that the bolts on teh compressor will need to be loosened later on in order to postion the housing correctly but for now it does not need t be loosened since it is the other side that must rotate....

i'm assuming it's been used before, so it is likely stuck. i ran into the same problem. here's what i did:
1 - bolt a 2-foot long piece of angle-iron to the holes on either the oil feed or drain flange
2 - heat the **** out of the turbine housing/center cartridge with a tiger torch. i know it seems stupid, but these things do get literally RED hot in some applications. you don't need to make it that hot.
3 - WEARING GLOVES, hold the turbine housing down with your foot and reef on the angle iron until it breaks loose. you'll need someone pretty strong, and it may take a while.

and the compressor housing should be pretty easy, just bolt it to the mani and twist it really hard, it should break loose. otherwise a few taps with a rubber mallett couldn't hurt i guess.
