HOW do you retard timing

The ECU is completely oblivious to where you've set the base timing. Your moving the physical sensor pickups by rotating the distributor.

ok look at ur dizzy it has 3 bolts 12 mm i think loosen all 3 but dont pull the bolts jsut loosen and make sure before u loosen the bolts to make a line so u know where stock setting is and then jsut turn the dizzy. im not really sure how much of a turn =degrees u would need a timing light for that .

You need an external unit...most popular I have seen is the MSD BTM...it senses boost pressure and retards your timing based on how much boost it sees.
The other (and better) method is to go with a Chipped ECU / Standalone...you can setup the Boost Retard directly in the ignition maps which means now need for an external unit or retarding the base timing at the distributor.
