how do these cr numbers look on a fresh motor? if not the rings, whats the problem?
#1 220,#2 200,#3 210,#4 220. this is on a fresh motor with 750 miles on it.(b16 84mm 9-5-1 cr.) my dyno results were low and the shops leak down test came up 3% on #3, 12%,12%,and 7%. i'm not sure what the percents were for the other cylinders. i'm trying to figure out if my rings didn't seat or if the problem is in the head.

The compression numbers look sufficient. But the leak down numbers for 2-3 are kinda high. I built my B18c about 1200 miles ago and did a leakdown a couple weeks ago. The results were 220, 220, 210, 220 and 2%, 2%, 3%, 2%. Can you hear where the air is leaking by? Out the intake side? Exhaust? Oilpan? Try and listen to see where it is comming from.
