It's only going to be one of these things, usually in this order.
Your drain isn't at least 1/2 wide (inside diameter) or doesn't have a good downward slope into the oil pan.
Your oil line is too big. -4 without a restrictor *could* be better off with a -3, but anything bigger than -4 is not ideal. Ball bearing turbos need the restrictor, journal bearing turbos with maximum -4 don't.
Your turbo took a dirt nap. (Yes, even after just having it rebuilt)
Last and probably not the issue, your oil pump is stuck in vtec and producing outrageous oil pressure numbers.
Things to do:
Check drain, even pull it off to see if something is clogged for some reason. Then put it back on in a nice downward slope.
Put a ball valve restrictor on it and choke down the pressure, let it idle for 10 minutes and do a test run for 4-8 miles. At the end of this run if it's still smoking, choke it a little more and repeat until it stops smoking. If you keep doing this and get the restrictor all the way closed, skip the test drive and just paint the turbo with gold spray paint, because you'll want it to look nice while it's on permanent vacation.
