HELP!!!1 Integra isn't boosting!!!!

What are the steps I should take to diagnose why my car isn't boosting?

when the car SHOULD be boosting, i'm just hearing a hollow sound.

i'm not seeing ANY smoke (indicating the seals)

wastegate stuck open or a leak in the system.

how would i diagnose one or the other...?

**UPDATE**

okay, i went to drive the car yesterday afternoon and when i pulled off and release gas, "PSSSHHH"...BLOW OFF!! i figured, "YAY, MY CAR'S WORKING RIGHT AGAIN"...

drove it a little more and the problem started again. I'm beginning to think it's the wastegate or something. i have no boost controller, btw.
