i know this sounds stupid but if the roll pin in your shift linkgae is allowing too much play it may feel like your putting it in first but youll be in third. i did this when i did my first swap and couldnt figure out what the problem was.

just a suggestion...

No ****! I doubt it's that. If the tune is bad then it should do this in all gears at the same rpm. Make sure it does this at the same rpm for all gears....it really should because i don't see what else it could be

keep hitting boost with stock timing map and the first gear will be the least of your problems.

What size injectors are you running? large injectors + uberdata usually results in fruity low-load response if you are running closed loop (off otherwise unmodified base maps). You running closed loop?

You sure you don't have open and closed loop confused?

How are you running closed loop with no O2 sensor?

Try adding timing at low load levels.... add a few degrees and then take it for a spin. Check your base ign timing with a timing light first.

Is the motor built or stock?

As a general rule: if you lower the compression, you will need to add a little timing to the vaccum part of the map to make up for the difference.
