i just rebuilt and re-installed my new motor, put the turbo on and all that and i fired it up for the first time and it was really loud, so i was checking and i felt a ton of air coming from my dump tube, so i figured my ebay wastegate was stuck open, since it hasnt been used in almost two years. so i took it apart and it was all fine, so i put it back on but took the dump tube off to see if it opens up when its idling, but its not its closed. so i was wondering if this is normal or if theres a problem with it

After you put it all back together was it still allowing exhaust to come through and do you have a fire ring or gasket

 

make sure you installed the valve seat ( fire ring ) assuming that it is an ebay valve like that.

 

I agree with the previous posters; it sounds like you might be missing the fire ring.

and by the way, i had this setup on my old civic and i pulled off the manifold, turbo, and wastegate as one piece and put it on my new car as one piece and it didnt have this problem before
