Default external wastegate not routed into exhaust

With an external wastegate that dumps into the atmosphere, does the wastegate open when the car is not in boost? Like just at 1-2k rpm w/o much load?

No. The wastegate opens when you reach your desired boost level decided by your EBC or wastegate spring. Under no load it is closed.

that's what I was thinking. However, a buddy's turbocharged car wastegate opens when the car is barely moving. It does allow the car to boost 6psi consistently when under load and over 3.5krpm. I just thought it was odd that the wastegate opens when the car wasn't boosting.

If the wastegate is open before you get into boost there is something wrong... Are you just putting your hand over the dump tube to know that it's open? If so, how much does it actually feel like it's dumping?

What is his target boost? Does he have a BC? I am assuming he has a 5 or 6 pound spring in the wastegate. If you feel exhaust from the dump tube at idle then it is stuck open for some reason.

I believe it's a 6lb spring and it's a Tial wg. It sounds and acts exactly like an open downpipe. I just wanted to know if it's not normal. Thanks.
