I have seen bad timing do that as well as a few other things but there is no point in guessing. you can look at the graph and tell something is wrong. what that something is is going to require getting your hands dirty and double checking the simple stuff. as simple as these systems can be, they are also pretty complex in what little obstructions and "simple" mistakes can do to them.
To create pressure, there has to be a closed system or your targeted (gate pressure) will never be achieved or your actual pressure will be much less than the target or the boost will slowly rise as the leak is overcome. what spring do you have in it? did you make a gate pass? what pressure was achieved?
what basic information are you able to give us?
This is the internet. where you have a lot of people who will just throw out answers without having anything to back up why they posted. and instead, someone who finally knows what they are doing has to correct everything that has been said before even being able to give experienced, correct advice.
compression
leak down
mechanical timing
exhaust/intake/charge leaks including the gate and BOV
you can "see" bad mechanical timing in the tune, btw.

Did a Compression test on the motor as well, was dead nuts even all the way across...also, i was told the cutoff was put at 22psi but according to the boost gauge its only producing 12-15psi at full boost... wondering if maybe i could be a tooth off on one of the cams maybe when i put it together?it also has some hard starting issues... A couple people mentioned mechanical timing... i may just bring it to a shop and have them sort it out... if i dont go back to realstreet any suggestions on where to bring it in the central florida area?
