here's a real zinger for you.
first let me ask, what kind of fuel pressure regulator? depending on your answer, i can actually go somewhere with that...
also, who tuned the damn thing? sounds like something is going on in high vacuum, ie massive fuel dump right before it "dies".

stock FPR tuned by the shop who built my engine it was doing this before the engine was built though my last setup had busted 3 rings so i figured it was ring related but it doesn appear that way now

it's a shot in the dark, but i've seen it happen before.
FRP seems top be ok, i sucked on the hose ( that was fun...not ) i also have an fuel pressure guage and it seems to be pretty normal
could it be a busted up IACV? my idle seems to dip a bit low and then correct itself when putting into neutral at any speed/rpm

this sounds like the most logical explaination to me. start with that before you go tossing new parts at it. do you have a laptop? you can go in an change it yourself in like .2 seconds
yea i have a laptop but i dont know anything about s-manage... IS it possible that the iacv might be trashed?
everytime i unplug it while at idle the engine just dies... thats not normal is it? i thought it was suppose to raise the idle if it was working when i unplugged it

the idle should drop to about 4-500 rpm when the iacv is unplugged. you should set the base idle using the idle screw on the tb (jump service connector, turn off all accessories). then plug in your iacv and clear the CEL, you should be at 750 or whatever your s300 is set at.
as far as s-manager just download the software on your laptop, open it up and start getting familiar. follow the instructions for installing the drivers (windows should do it automatically). then ask the tuner to provide you with the tune file. open your tune, go into idle speed tab and raise the iacv duty cycle. upload the changes and you are done.
if you dont feel confortable, im sure your tuner will take care of you.

no this is a sign that your iacv is working but your base idle is set too low. thats why i suggest first increasing idle via the idle screw with the iacv unplugged. then adjust the iacv duty cycle via smanager if needed
