Dropping boost without adjusting wastegate, possible?

Is there any other method of lower max boost levels without adjusting the wastegate? I just don't know how to lower the boost without having the wastegate cracked open a bit which would give me a slower spool rate inturn.

Get a restritive exhaust or a huge intercooler.
