downpipe can i save?

Default downpipe can i save?

So i bought a partial kit from clist and i got a downpipe with it. Couple months later i decided to move the downpipe from my garage into a shed. As i picked it up i felt a dent where it was covered with this material which i thought was put on there to prevent it from getting scraped but i unwrapped it and saw this...

Can i take it to a weld shop and have it redone if possible? just use it? or just buy a new one?

would they just cut that piece off and put it back together with a better bent pipe?

no. they'd replace the whole thing. that seems unweldable. steel looks too oxidized for it.
