Does oil flow straight through a turbo? or does it need to be pressurized?

Default Does oil flow straight through a turbo? or does it need to be pressurized?

So I have this turbo, and i took off the compressor housing so I could clean and clock it... In cleaning it I noticed that water does not flow through the channel of the turbo... I was trying to run a stream through the oil flow channel to clean it, but it does not flow at all. If i blow hard - a little air gets through, just a little.

so my question is - does it take oil-psi to flow oil through the turbo?

yes, it needs to be pressurized
