Default Dart Block Boring and Honing

I have a Dart Block that has to be bored and honed to 84.5mm. There is only one place around here that has a bore/hone small enough. Thing is, he doesn't have a torque plate to bolt down while doing the work. He explained to me that any block will distort about .003" - .005" no matter what you do. I'm planning to push 500+ whp with this block and I don't need anything screwing up. Is he right about the distortion? What should I do?

If your local shop doesn't even have a torque plate, I wouldn't have them put the motor together for you. Look into shipping it somewhere.

You do NOT need a torque plate to bore/hone a Dart block or any OEM B block. The head bolt holes in the block of a Honda are placed so as to not distort the independent sleeves. Most domestic blocks and some Toyota and Nissan blocks do require deck plates but not the Honda. It all has to do with the placement of the bolts in the block in relation to where the sleeves are located.
