Default Clocking Carrier On Turbo?

Is there any way I can clock or rotate the carrier on a turbo? The 4th flange bolt is impossible to get out with the drain flange in the way and I can't access those bolts either. I need to bring the drain up top where the feed should be.

not exactly sure what you mean but if you wanna rotate the "CHRA" (center section containing the bearings) then loosen the bolts that tighten it to the exh. housing. and then it will turn if your lucky but its most likely rusted together and will be a real pain.
