Default Car won't start!! HELP!!

Ok guys, just put a turbo setup on my gsr motor. its in a 96 civic using a obd2a ex engine harness. Started the car and it ran fine with no CEL at all. Now when my tuner came over to tune my car, once he plugged everything up, car don't want to start anymore. There is fuel and spark going to the motor. Pulled out the spark plugs to make sure the injectors are working and they are. We are pretty much stump now. Also, we tried to plug back up a stock ecu and see if it would start and its not working. My setup is a stock gsr motor with ctr intake cams w/ drag turbo manifold 60-1 turbo 550cc rc injector walboro 255 fuel pump. Any thoughts would help. Thanks

4 things are needed to run:
1 fuel
2 air
3 compression
4 correct timing

if you have those 4, start looking at the map is it getting flooded?
