Can you chip an OBD2 ecu?

I want to get rid of the rev and speed limiter in my d16y7. I want to put crower spings and put up the revs. If it can be done, who can do it.

And if it can't be done what are my options? Boosted

conversion harness
obd 1 ecu
obd1 distributor

many many many options.
obd2 not so many options...

basically, no

Just a conversion harness and an OBD-1 ECU.

Harness only!!! and of course the obd1 ecu. Distributor does NOT need to be changed at all.

What if you state emissions tests test your ecu. Will you be able to pass if you have an OBD1 ecu?
