Can my motor be safely boosted or would it need to be rebuilt?

Can my motor be safely boosted or would it need to be rebuilt?
140K miles on the engine and its had a "spoon chip" for god knows how long. Is that still safe to boost or would a rebuild be in order? Its a D16Z6 with I/H/E

Ah I see. This isnt really serious at all, Im happy with my power you know? Yeah its basically stock but its not bad, its quick. I plan on doing something in the future and Im a big save the sohc guy and I would love to turbo it and say I did it. I dont know how much power I want as I have other priorities with the car b4 doing something to the motor. Plus this is my first car and I dont have any car friends besides online and so Ive never been in a boosted honda or anything fast so I have no idea what 200hp feels like or 250hp .
From what I understand anything above 220hp isnt really safe on stock internals? I figure I might as well do the whole engine if I decide to turbo the D just to be on the safe side. New pistons, rods,arp headstuds, valve and port work, etc.
Is a rebuilt engine basically a brand new engine? In other words, a mileage reset to 0 right?

Yeah, definately, i need a stock p28 ecu but i have higher priorities b4 it, i doubt its a real spoon chip anyways. I dont think spoon makes chips.
