I just finished putting a short block together TT rods and vitara pistons. How easy or difficult should the short block spin?

Are you referring to the crank? Assuming its together properly, and assembly lubed up... it should spin fairly easily.

with no sparkplugs in the motor a ratchet wrench should be able to turn it with little effort

it should be pretty tight, it should not spin freely if it has all new rings/hone etc.

but if it was just the crank by itself it should spin fairly easily.

yes its crank+ rods + pistons+ new rings and hone.

Yes of course, I ment it still should turn by using a wrench with no plugs, not like 1 finger turns come on.

When I built my motor, before I put the crank pulley on I could grab the end of the crank and turn it over with my hand. It was hard and it hurt my hand, but still, it was possible.

Pulley on the crank, you should be able to turn it over with some smooth resistance. Just like when testing out the main bearings, before you bolt down the rods, by twisting the crank it should feel smooth with no catches.
