Default boosting problems

I have a 92 civic hatch with a j spec d15b vtec running rc 440cc injectors and a chipped p28 ecu running uberdata. The ecu is programmed for 10psi. The problem im having is that the car wont boost over 7psi. I have a manuel boost controller on it and if i try to turn the boost up it will build to 7psi and then at like 6000rpm it seems like the rev limiter kicks in and the car wont accelerate anymore. Does anyone have any ideas thanks.

also if i crank up the boost controller even more it will boost to 10psi quickly but at 4000rpm its like the rev limiter kicks in. I think thats a fuel cut off programmed in the chip. One more thing i have a high idle like 2600rpm but i read other threads and it seems like a pretty common prob with uberdata, but if i start my car and take off right away dont really let it warm up the car runs goofy like it wont let me stay at a steady speed im eather on the gas or off. Like once the car is going as fast as it can at however far the pedal is down like say quarter throttle the car will not excellerate and immediatelly start to decel until i press farther down on the pedal.

sounds like who ever programmed that chip for you didnt do a very good job.
