Are you referring to the return line for your turbo?

thats the oil return and if its leaking from the turbo you can take the flange off the turbo and change that small gasket or unscrew the fitting and wrap it in teflon tape and tightne it up

jb weld it, or if worst comes to worst, drain out all the oil, take off your oil pan and do it right, either weld it shut or use a return line kit.

http://www.cheapturbolines.com sells a good kit, but your problem seems to be a reluctance of use of a gasket between the draing and the oil pump? drain your oil pan and unscrew the fitting that is attached to it and check for a gasket, if not present, then purchase a gasket and gasket maker it if you must and you should be done.

I would suggest taking the pan off and fixing it the right way this way you no longer will have to worry about it . It would be a terrible thing it started to keak again withour you knowing and went dry. So deff take it off and reweld around the fitting coming out of the pan.

No the return line has to be above the oil. If it is in the oil it will not drain properly.
