Default boost & vac gauge reading low

i have a cobalt autometer boost and vac gauge ... has a lil map sensor of its own... no biggy....
car idle =11in/hg
tap the throttle, up to 2k rpm, reads 4lbs boost...
i know it should be sitting at like -20 - 25in/hg at idle... and boost should jump up that high, that quick... esp at no load.... any help would be great!

What does it read when the engine is off and in the IGN2 ON position?

Fascinating. Have you confirmed with a handheld vacuum/pressure gauge (ie: from like sears or autozone)?

no yet... but even w. the intake pipe to the intercooler disconnected, same thing....only thing i can think of would be a over sensitive gauge? i dunno
i disconnected a vacuum line going to the bov and it was lower... i guess i gotta get "better" vacuum lines
