Default Boost controller hooked up all wrong

I am not getting hardly any boost at all no matter how much a mess with my hallman evolution boost controller. I noticed the lines from the side of my tial f38 wastegate are running to the output of the boost controller and then the input of the controller is coming from the intake manifold. I have a hole on top of the waste gate that has nothing covering it. What needs to be done to fix this problem?

What if I ran the line coming from the intake manifold to the top of the wastegate? What would happen? Do I have to have a vent for that?

Shows you right Here. Look on the side instructions that say Manual Boost Controller

I took off the wastegate and inspected it and I found that it has the large blue tial spring so I should be getting around 14psi but I barely get the needle on my gauge to read 0 while I am driving aggressively. I do not hear any leaks or whistling. I hardley ever here my BOV and when I do it is faint. Why aren't I seeing any boost or any boost sounds or even leaking sounds for that matter if it was a leak??

pics of your setup would help... obviously it should work in theory, but you may have something put together wrong that you are overlooking...
