boost controller?

can you use a boost controller on a stock dsm t25. it set at 8psi trying to lower it to 5 or 6 psi

I dont think the boost controller will lower the boost because once you reach the wastegate spring pressure that is what will finally dictate the low setting.Correct me if I am wrong H-T
