Default Blow off valve

I think I installed my blow off valve wrong.. It sounds like a rooster. I connected it to the FPR side that goes into the intake manifold.

When i unpluged the vaccum to the blow off valve, it still sounded like a rooster. This means that the blow off valve isnt working somehow. What else can I do?
It requires high level of reving to make a rooster sound at idle.. but when im running, it is easier.
